If you live in a Gulf country, your residence permit may open an easier route to Libya. The rules below are by country of residence.

A GCC residence alone was not established as a separate visa entitlement. Use the passport-specific rule. The Abu Dhabi consular channel is documented, but a general GCC-resident concession is unconfirmed.
